TUSCANY REGION – New Implementing Regulation of the Consolidated Tourism Act, a milestone for the Motorhome Service Area Sector.
The Tuscany Region has taken a significant step towards modernising outdoor tourism with the publication of the new
Implementing Regulation of the Consolidated Tourism Act, approved by the Regional Council on 11 August 2025 with DPGR No. 47/R and published on 14 August 2025.
This document represents an
important milestone for the motorhome service area sector, the result of a three-year dialogue between the Regional Tourism Department and the trade associations AIASC (Associazione Italiana Aree Sosta Camper) and APC (Associazione Produttori Caravan e Camper).
“We are truly delighted with this achievement, thanks to the open and constructive dialogue with the Tuscany Region’s Tourism Department, which welcomed our proposals.” – states Gianluca Tomellini, President of AIASC – “
Pitches may now have a minimum size of 32 sq m (8x4m), a measure that will benefit those Municipalities with limited available space, while the obligation to provide toilet facilities only applies to areas with more than 20 pitches, allowing smaller facilities to keep construction and maintenance costs down.
The regulation establishes a clear distinction between motorhome service areas and campsites or tourist villages,” – Tomellini points out –
“also giving the motorhome service area sector its rightful place within the outdoor tourism landscape. Our thanks go to the Regional Tourism Councillor Leonardo Marras and his staff, whose commitment to this constructive dialogue underlines the importance of understanding the real needs of operators and users of touring tourism.”
The new provisions will allow Municipalities and private operators to develop motorhome service areas without wasting funds on the mandatory construction of infrastructure that is not essential for these smart accommodation facilities, enabling investment instead in technological innovation and architectural and furnishing solutions that raise hospitality standards.
This regulatory step comes at a strategic moment, ahead of the forthcoming publication of the list of Municipalities admitted to the MITUR call for proposals for the redevelopment and construction of motorhome service areas, providing a suitable framework for these investments.
“
With this regulatory innovation,” – President Tomellini highlights – “
Tuscany is not only improving its tourism offering in the field of outdoor tourism, but is also creating the conditions for a more sustainable and rational development of a constantly growing segment, showcasing its territory through environmentally respectful forms of tourism capable of reaching even areas less frequented by traditional tourist flows.”
“
We are confident that the Tuscany Region can serve as a model” – Tomellini concludes – “
and act as a useful accelerator, also benefiting other Regions with the same need for regulatory renewal and adaptation, with whom, incidentally, we are already actively engaged in dialogue.”
